Thanks for the post and our apologies for the delay in the response.
The account which is used by the PMP service should have complete read access to the encryption key location. So, if the encryption key is placed on network drive or UNC path, the account which is used by the PMP service should have complete read access to the network drive. So, please provide a dedicated domain account to the PMP service and ensure the same account has enough read privileges to the key file location. Try the same and let us know how it goes.
