Hi Kevin,
If this is a fresh installation, then navigate to Admin-->Users section. Select the User Actions icon next to any admin user other than your own account. Select Edit user and it should allow you to change the Access Scope to "All passwords in the system". For security reasons you cannot promote yourself to be a super admin. The option will also be greyed out if you edit a Password User or an auditor, as this option is applicable only for Admins and Password Admins in PMP. So edit any other admin and you should be able to change the access scope. Then if you login as Super Admin, you will find a new icon called "Super Admin" under the admin tab.
