Using Manage share an admin (user with Administrator or Password Administrator role in PMP) can provide complete management of a resource/resource group to another admin user. So, the other admin user can completely manage the resource/resource group on the absence of the actual admin user(owner of the resource/resource group). It is more like delegating the premission of resource/resource group to another adminsitrator for managing it on the absence of an admin who owns the resource/resource group. only Admins and Password Admins will have the ability to add, manage or share resources. So, the manage share can be provided only to an admin or password admin.

Password Users and Auditors will only be able to view or reset the passwords that are shared to them. So, if the password user or auditor is provided with view permission they can only view the passwords and if they are provided with the modify permission they can view and change the password.
