This is by design, where a dynamic resource group created and shared with manage permission to other admins and if those admins creates any resource which matches the criteria. It will be automatically added to that group. Unfortunately we don't have an option to prevent it. So, if you don't want the resource created by other admins to be added to that group then you can provide them only with view or modify permission. or you can create a criteria and have a unique value by using Resource/ Account additional fields and use that for dynamic group creation so that resource created by other admins will not be added.
