We have not officially tested PMP with Azure SQL back end instance yet. But, technically it should work fine if you will be able to configure a SSL certificate for the database instance. As for security reasons, PMP is designed to connect to the SQL Server only over SSL and with forced encryption enabled.
Also, we do support SQL Always ON with PMP. Additionally, you can configure the application level fail over to point two application servers to the same cluster. Refer link below for more info.
