PMP is designed based on the ownership concept. When an admin logs in, they can only see the list Resources added by them and the resources that are explicitly shared with them by the other admins. So if you are an admin and if you add a list of resources, you will have to group them together and share it with other admins/users, in order for them to see those resources.
