Yes. This workaround would not be helpful when you are managing 1000's of servers. We will have our development team provide you a patch that will allow you to apply Password Policies from the Resource Groups section. This way, you can have a Group with just the Guest accounts and apply the Password Policy only for all Guest accounts in bulk. We will also roll out this fix in our upcoming releases so that this feature can be used by all our users.
